Forecasting as a decision-making tool for project initiation

Abstract
Today, the relevance of project management is beyond doubt. Organizations are implementing their innovations in project form ever more often. The project, in fact, is the formation of a future unique product, which justifies the need to apply forecasting methods to manage limited resources. The work is dedicated to the substantiation of the need for forecasting at the stage of project initiation. To this end, the concept of project forecasting is introduced and identified; the classification of the distribution of functions, processes, and methods of decision-making on the life cycles of the project, and the types of management forecasts is given. A methodology and mathematical method are suggested, which is an integration of management methods and probability theory, to determine the possibility of implementing the project idea. Experimental calculations are given on the example of an E-pharmacy creation project.
