Abstract

The role of the effective organization of cargo carriages in the development of the region as a whole and the transport industry in particular was determined. Possible negative factors that can stand in the way of the coordinated development of the transport infrastructure of the region are taken into account. The importance of a comprehensive study of the problem during the creation of a  strategy for the development of the region, where a multilevel assessment of the transport infrastructure, the transportation market, and port services will be carried out, was also considered. A modern approach was proposed, which includes a multifactor assessment of various aspects of the transport system of the region, for the purpose of subsequent development and implementation of development plans coordinated with the needs of the transport industry of the region.
