Methodological principles of risk-oriented management of port operations

Abstract
The article discusses the methodological foundations of risk-oriented management of port operations in conditions of increasing dynamism, uncertainty, and multifactorial threats. It is shown that traditional approaches to port process management, which are based mainly on reactive responses, do not provide an adequate level of stability and adaptability for port systems. The feasibility of using formalized risk assessment methods as a basis for supporting management decisions is justified. A methodological approach to port operations management is proposed, based on risk classification, quantitative and fuzzy assessment of the probability and consequences of undesirable events, as well as the use of a risk matrix for ranking scenarios and selecting management actions. The study demonstrates that the combination of classical risk assessment models with fuzzy logic methods allows for the high level of uncertainty inherent in the port environment to be taken into account. The results obtained form a methodological basis for building risk-oriented port operations management systems and can be used in the development of decision support systems.
