Analysis of the strategy for restoration of Ukraine's port infrastructure in the post-war period

Abstract
The restoration of Ukraine's port infrastructure is a critically important task in the context of overcoming the consequences of Russia's military aggression and ensuring the stable functioning of logistics processes. The main challenges and possible ways of reconstructing Ukraine's seaports are investigated. The technical condition of the port infrastructure for 2025-2026, as well as the current state of Ukrainian ports, was analyzed. The scale and nature of the damage were determined. The destruction of key port facilities was considered, in particular in the ports of Odesa, Chornomorsk and Pivdenny. The problems associated with trans-shipment terminals that suffered from hostile attacks by the aggressor country were analyzed, as a result of which logistical costs increased and there was a need for their modernization. The study emphasizes the importance of conducting a technical survey as the first stage of restoration, which involves visual diagnostics of structures, analysis of the technical condition of hydraulic structures and the bottom of operational water areas, as well as engineering networks and environmental consequences. Modern methods of visual and measuring diagnostic control are proposed, such as laser 3D scanning, geodetic monitoring, hydroacoustic bottom surveys and laboratory determination of soil characteristics. The study emphasizes the importance of conducting a technical survey as the first stage of restoration, which involves visual diagnostics of structures, analysis of the technical condition of hydraulic structures and the bottom of operational water areas, as well as engineering networks and environmental consequences. Modern methods of visual and measuring diagnostic control are proposed, such as laser 3D scanning, geodetic monitoring, hydroacoustic bottom surveys and laboratory determination of soil characteristics. Modern approaches to the restoration of port infrastructure are highlighted, including the use of mobile, rapidly assembled structures, innovative materials, strategic planning for the development of port areas, as well as the introduction of digital technologies and automation of port management.
