Theoretical and methodological foundations of hybrid ship handling management

Abstract
The results of the study of the problem of developing a theoretical and methodological arsenal of hybrid management are presented ship handling process as the basis of port productions activit in accordance with modern scientific and technical trends in the development of the port industry. While focusing on the concept of creation smart port and intelligent port management, An analysis of the evolution of the consept of planning and management was perfomed. It is shown that these have progressed towards achieving compliance with concepts of situational and adaptive management, wich is a manifestation of the potential of gibrid management of socio-technical systems, The key conditions for the formation of a hybrid port activity management mechanism by combining elements of calendar and situational planning in a sliding mode have been identified, wich corresponds to the principle of implementing adaptive management and simultaneously operating a hybrid management mechanism. A typical structure of the gybrid ship handling process control algorithm (HSP-HCP) has been developed in the form of seven-step procedure implemented in a sliding mode for a certain set of relative stable production situations in the port. A methodological toolkit corresponding to the steps has been defined in the review of its existing elements – of mathematical models and formal-heuristic methods. It is stated that further progress in this direction should be made in compliance with the standards of creation intelligent management.
